This is a really charming story and I love the cover illustration. 

 When Rusty and her friend Evelyn are out hiking one morning they come across who they think is a tramp sleeping in a cave; he turns out not to be a tramp but a boy.
  When Rusty is at home here mom gets a call for her husband Dr. Reynolds. The same boy that Rusty and her friend had mistaken for a tramp, had fainted on Miss Lorena and her brother Henry's porch after asking for a drink.
 The boy's name is Tracy Blair, and he's been tramping around by himself for the past two years. His mother has passed away, and his father's an engineer in China and he hasn't been heard of for awhile.
 Miss Lorena and her brother Henry take Tracy in; and she tells people he's her cousin, so they they won't make remarks about him being a charity boy.

 The rest of the book is about the good times Rusty and Tracy and their friends have; and Tracy trying to find out what became of his father.

 Rusty and Tracy is a really cute story.
